Ofsted criticise schools for not teaching functional skills in Diploma context? Taken from the Ofsted Implementation of 14-19 reforms. “14-19 partnerships and Diploma consortia should coordinate their approaches to functional skills, and link this work more closely to the principal learning in Diploma courses”. More thoughts about unintended consequences. In the last newsletter we reported the potential demise of some popular GNVQ, BTEC and OCR qualifications that overlapped with Diplomas. It caused quite a stir but it does appear to be absolutely true and part of the 14-19 reform programme. This week we heard from our friends at a major awarding body who say Colleges are looking forward to a significant improvement in Diploma pass rates!
Why? If a student fails just element of a Diploma, then no award is given until the final element is successfully completed. So fail to complete PLTS, or miss out on a pass in any of the three Functional Skills, re-sit a few months later at FE College and that College collects the whole credit for the Diploma pass!
Ofsted comments about Functional Skills. We’ve been through the Ofsted report in detail and picked out all the references to functional skills. The general picture seems to be that students like the practical nature of functional skills but they are quite hard to teach and integrate. We’ve summarised all comments here.

The official line. The last couple of weeks have seen a newsletter from DCSF 14-19 team, the LSIS November newsletter, a speech by Ed Balls at the SSAT conference and congratulations to Bradford College who won the OCR award for functional skills at AoC.
New QCDA 14-19 diagram. We noticed this new, simplified diagram on the QCDA website.
